A procurement has been announced for design and construction of Rail Baltica Riga Central Passenger Station, railway bridge and railway embankment

The implementing body of European gauge railway Rail Baltica in Latvia – the company SIA Eiropas Dzelzceļa līnijas – has prepared and on April 21 announced an open, international procurement „Rail Baltica Riga Railway Bridge, railway embankment and Riga Central Passenger Station design and build project”. It shall be organized in two stages thus ensuring the economy of time and resources. This is the largest design and build project in Latvia in the implementation of Rail Baltica construction. Its total costs shall be close to 200 million euro and it is foreseen to carry out works within next five years.

Agnis Driksna, the Head of Development and Cooperation Department at SIA Eiropas Dzelzceļa līnijas, pointed out that „the calculated Project costs are 186 million euro; the calculation of costs has been carried out during the feasibility study of AECOM. The solution chosen as the result of the Sketch Design Competition and based on the sketch design proposed by the architect office PLH Arkitekter in cooperation with COWI (Denmark) was within the costs fixed for the project by offering qualitative and sustainable technical solutions and effective use of resources, it had well-grounded construction amounts and work sequence. The sketch authors had also remarkable experience in similar objects.” By telling about the benefits of this project A.Driksna emphasized that by carrying out Rail Baltica integration in the multimodal public transportation hub of Riga an environmental accessibility, safety, mobility, as well transport accessibility shall be improved. “Servicing of railway passengers of both gauges shall be achieved. A new street link between Elizabetes and Timoteja streets shall allow relieving movement of traffic on the close by streets. A link between the city center and district Pārdaugava shall be created: bridge with new pedestrian and cyclist path over river Daugava. Two sides of Riga city shall be connected: Old Town Riga and Riga Central market shall become visually and functionally united. By renovating the south part of the Central railway station a qualitative public open space shall be created,” he counted the benefits.

It has already been reported that in order not to lose the harmonious development ideas for the urban environment of Riga that where received during the Sketch Design Competition, the Ministry of Transport has suggested establishing an inter-institutional coordination board for promoting state and Riga City interested cooperation, as well involvement of third parties.

Kaspars Vingris, the Head of Project Implementation department at SIA Eiropas Dzelzceļa līnijas, said: „The open, international procurement shall proceed in two stages. The aim of the first stage is to carry out the selection of candidates by ensuring the participation of tenderers with appropriate qualification and experience.  It is foreseen to announce the second stage in the November of this year in order to receive design and build tenders: suggestions for carrying out works according to Technical Specifications. As the result of the procurement a design and build contract shall be signed with the winning tenderer.” K.Vingris pointed out that high quality requirements are set for the project implementer, inter alia the average annual net financial turnover for the last 3 (three) years should be equal to 100 million euro, and the candidate and its specialists should have not less than 5 years design experience and not less than 7 years of professional experience in carrying out construction works.

Dins Merirands, the Member of the Management Board at SIA Eiropas Dzelzceļa līnijas, summarizes: „The tender regulations ensure equal competition to all potential tenderers as an open international procurement shall be carried out. Foreign and Latvian entrepreneurs are provided with a chance to participate in the tender as design and build experience in several fields, inter alia railway, bridge, stations, is necessary. The tenderers may form a general partnership by combining the necessary competences and participate in the procurement by defining themselves the mutual cooperation model and leading partner. It has to be underlined that the procurement shall require to present high quality standard and quality statements of the carried out works shall be necessary.”

It has to be added that within this project the design has to be started in 2018, and the construction works are planned to be started in 2020. The project is being implemented with 85% co-financing from CEF (Connecting Europe Facility) and 15% of state co-financing.

It has already been reported that Rail Baltica is a railway transport project, which aims to integrate the Baltic States within the European railway network, and at present it covers four countries: Poland, Lithuania, Latvia, and Estonia. It is envisaged to build in the Baltic states new 870 km long European gauge (1435 mm) railway line with a maximum speed of 240 km/h contributing to mobility of inhabitants and cargo shipments on the North-South axis, as well a sustainable and diversified development of national economies and competitiveness to connect the metropolises Tallinn–Riga–Kaunas–Warsaw–Berlin by fast and eco-friendly railway transport traffic.
