Six international partnerships shall compete for the design and construction of Rail Baltica Riga Central Passenger Station and Bridge
The implementing party of project Rail Baltica in Latvia – the company Eiropas Dzelzceļa līnijas has finished the qualification evaluation of the tenderers of international public procurement “Rail Baltica Riga Railway Bridge, railway embankment and Riga Central Passenger Station design and build project”. Six international partnerships - high-level professionals with a global experience in the design and construction of railway and bridge infrastructure, shall continue to compete in the second stage of the procurement for the design and construction of Rail Baltica Riga Passenger Station (hereinafter – the Central Station), the bridge and the embankments. The major Latvian construction companies and experts have also joined the partnerships. This year, the second stage of procurement shall be announced in order to establish the winner and to conclude the contract for the performance of the said works.
Kaspars Vingris, Eiropas Dzelzceļa līnijas, Director of the Project Implementation Department: “This is truly the most complicated object, as the works have to be performed in the centre of the city, in a historically unique environment. The winner of the procurement shall have to ensure the design and construction of the Central Station, new railway bridge over river Daugava and Little Daugava, as well as of the existing railway infrastructure and Rail Baltica railway infrastructure. In general, integration of Rail Baltica within Riga multimodal transport hub shall improve the environment accessibility, safety and mobility. It shall result in serving passengers travelling on both railway gauges. New street junction at Elizabetes and Timoteja Street shall relieve traffic on nearby streets. A connection between the city centre and Pārdaugava shall be created: Railway Bridge incorporating new pedestrian and cycle road over river Daugava. Connected two sides of Riga city: visually and functionally connected Old Town and Riga Central Market. The renovation of southern side of Riga Central Station shall result in quality public outdoors premises.
The construction of a modern infrastructure that shall be friendly to the environment has to be seen as a benefit. At the same time Riga as the capital of Latvia shall gain a very significant potential - the Baltic central transport hub. That means – to gain huge development opportunities of Riga centre.”
Following the evaluation of the applications submitted by the candidates, on the basis of the results of the carried out selection of candidates, the procurement committee decided in May 2018 to invite six international partnerships to participate in the second stage of the procurement:
- The partnership of suppliers „BASA” (AS BMGS (Latvia); AS A.C.B. (Latvia); SIA STRABAG (Latvia); SIA AECOM Baltics (Latvia)).
The partnership of suppliers „BASA” includes AECOM specialists who have participated in the reconstruction project of the Waterloo Railway Station, increasing the capacity of the station during the rush hour by 30%. This station is the busiest station in the United Kingdom with a turnover of around 100 million passengers in 2017. Strabag, in turn, has carried out construction works in Katowice railway station in Poland by modernizing the station, developing multi-modal solutions for a bus station, increasing the area to 200 000 m2, as well underground connections to the city centre of Katowice. After its reconstruction, Katowice Station is not only the most modern railway station in Poland, but it has also received the Central and Eastern European Yearly Construction Award in 2014.
- The partnership of suppliers AB Kauno tiltai (Lithuania); „Comsa” S.A.U. (Spain); „Trakcja PRKil” Spolka akcyjna (Poland); UAB Geležinkelio tiesimo centras (Lithuania); SIA Ceļu būvniecības sabiedrība IGATE (Latvia).
One of the projects certifying the design experience of the partnership of suppliers AB Kauno tiltai is the development of the design for the new western part axis of the Spanish Valencia Arterial Railway Network: a development of a 16 km long high-speed railway line has been performed, following the condition that during the construction works the train traffic is not being interrupted. Whereas large – scale construction works were performed in Poland in the construction of the railway station and railway access roads in Działdowo area. Within the framework of the construction works, the reconstruction of the railway line was carried out, including the construction of 13.6 km of contact networks, construction works at the railway station Iłowo with 2 main and 4 additional roads and 7 sidelines.
- The partnership of suppliers „Acciona Mostostal Skonto Būve” (Acciona Construccion S.A. (Spain); Mostostal Warszawa S.A. (Poland); SIA Skonto Būve (Latvia)).
The partnership of suppliers „Acciona Mostostal Skonto Būve” has performed works in the design and construction of a 32 km long high-speed railway line at section Villaverde de Medina - Villafranca de Duero, where trains run at speed up to 350 km/h. As well the reconstruction of the northern part of one of the major railway stations Chamartin in Madrid, which meets together suburban, long-distance railway lines and also city subway.
- The partnership of suppliers „BESIX RERE GROUP” (N.V. BESIX S.A. (Belgium); SIA RERE BŪVE (Latvia)).
The members of the partnership of suppliers „BESIX RERE GROUP” have a considerable experience in the design and construction of railways, public and private buildings and objects. Significant works have been performed in the reconstruction project of Utrecht railway station (over 23,000 m2) in Holland, as well as in the implementation of the Regional Express Network in Brussels. Designed and constructed bridges, as, for example, Al Mariah bridges (4 bridges with a total lenght of 1.4 km) in Abu Dhabi, and other complicated infrastructure objects.
- The partnership of suppliers „ITL Rail Baltica” (Gulemark Agir Sanay Insaat ve Taahhut A.S. (Turkey); ASTALDI S.p.A. (Italy); AS LNK Industries (Latvia); Ceļu būves firma SIA BINDERS (Latvia); SIA ARČERS (Latvia)).
The experience of the members of the partnership of suppliers „ITL Rail Baltica” is based on the extensive projects for the expansion of high-speed railway and the construction of underground river crossings in Italy, Turin, of the value over 600 million euro, as well the construction of 100 000 m2 railway station in Lodz, Poland, where the amount of work performed exceeded 300 million euro.
- The partnership of suppliers „COPISA – BASQUE – UPB – Tilts” (AS UPB (Latvia); SIA Tilts (Latvia); COPISA CONSTRUCTORA PIRENAICA, S.A. (Spain); ALTUNA Y URIA S.A. (Spain); CYCASA, S.A. (Spain); LAGUNKETA SOCIEDAD ESTUDIOS Y SERVICIOS PARA LA CONSTRUCION, S.A. (Spain)).
The partnership of suppliers „COPISA – BASQUE – UPB – TILTS” combines extensive experience in the design and implementation of large and complex infrastructure objects in Latvia, Scandinavia, Europe and the world. As some of the most prominent projects in the partnership's experience can be mentioned the construction of Barcelona subway and Spanish largest reinforced concrete railway bridge over Tajo river.
Currently the procurement commission is continuing its work on the preparation of the second stage documentation of international public procurement. In the second stage upon receipt of the invitation the candidates shall be required to submit technical and financial proposals for the execution of the procurement contract. The commencement of the second stage is scheduled for the second half of this year, signing of the contract with the contractor - in 2019, thus ensuring the elaboration of the construction design in 2019 – 2020 and construction works in 2021 – 2022.
It has already been reported that on April 21, 2017 Eiropas Dzelzceļa līnijas has announced a two – stage international public procurement “Rail Baltica Riga Railway Bridge, railway embankment and Riga Central Passenger Station design and build project” to ensure the development of the construction design, supervision and carrying out of the construction works. During the first stage the qualification applications were received from 7 international partnerships, including the largest construction companies in Latvia. Foreign and Latvian entrepreneurs were provided with the opportunities to participate in the tender by creating the partnerships of local and international companies and identifying themselves the model of mutual cooperation and the leading partner. The procurement requirements were set according to high quality standards, requiring the candidates to prove them with the experience gained, including – the requirements for the candidates' experience in the reconstruction of an electrified railway line, in the design and performance of construction works of new bridges for the transport traffic and multimodal passenger transport hubs. As well a requirement was made for the candidates: the average annual net financial turnover for the last three years should be equal to 100 million euro, and the candidate and its specialists should have design experience obtained during the last 5 years and experience in carrying out construction works obtained during the last 7 years.
It has already been reported that the estimated costs of this project are close to 200 million euro, the cost estimation was performed within the feasibility study of AECOM. The solution chosen as the result of the sketch design contest which is based on the sketch design offered by Architects PLH Arkitekter in cooperation with COWI (Denmark) was able to meet the budget requirements of the project, offering sustainable technical solutions of due quality and efficient use of resources. The authors of the sketch design have a remarkable experience in similar objects.

The project is being implemented with the 85% co-funding of CEF (Connecting Europe Facility) and 15% national budged co-funding.
It has already been reported that Rail Baltica is a railway transport project, which aims to integrate the Baltic States within the European railway network, and at present it covers four European Union countries: Poland, Lithuania, Latvia, and Estonia. It is envisaged to build in the Baltic States a new, 870 km long European gauge (1435 mm) railway line with a maximum speed of 240 km/h contributing to mobility of inhabitants and cargo shipments on the North-South axis, as well a sustainable and diversified development of national economies and competitiveness in order to connect the metropolises Tallinn–Riga–Kaunas–Warsaw–Berlin by fast and eco-friendly railway transport traffic.
