About EDZL

Eiropas Dzelzceļa līnijas is a 100% state-owned company founded in 2014.

Since 2016, in accordance with the global project implementation structure and delegation agreement, Eiropas Dzelzceļa līnijas is the national implementer of the Rail Baltica project in Latvia. Similar to OÜ Rail Baltic Estonia in Estonia and AB LTG Infra and UAB Rail Baltica Statyba in Lithuania.

Our task is the construction of the Rail Baltica public railway infrastructure in Latvia. The task of Eiropas Dzelzceļa līnijas (EDZL) is to carry out technically, legally and economically justified implementation of the Rail Baltica project activities in accordance with the scope and deadlines of the activities specified in the Financing Agreements, the Contracting Scheme and the Delegation Agreement.

EDZL is responsible for the design and construction of point objects in Latvia - the Rail Baltica Riga Central Hub and Riga Airport stations and infrastructure, regional mobility points, depots in Mārupe and infrastructure maintenance facilities in Iecava and Skulte, Salaspils intermodal logistics terminal, as well as the construction of the Rail Baltica mainline, the land acquisition for the needs of Rail Baltica in Latvia, the establishment of an infrastructure management system in Latvia and cooperation with the Baltic states, creating a unified infrastructure management for the entire Rail Baltica mainline.

The company is a shareholder of the global coordinator of the Rail Baltica project – RB Rail AS – the shares are owned in equal shares by the company, SIA Eiropas Dzelzceļa līnijas in Latvia, UAB Rail Baltica statyba in Lithuania and OÜ Rail Baltic Estonia in Estonia. RB Rail AS is an interstate joint venture established by Latvia, Lithuania and Estonia with the aim of implementing Rail Baltica – the first pan-Baltic infrastructure project.

EDZL stucture

SIA Eiropas Dzelzceļa līnijas (registration number LV 40103836785) is a state-owned company, the purpose of which is to implement the Rail Baltica public railway infrastructure project in Latvia.

Board

The Management Board of Eiropas Dzelzceļa līnijas, in accordance with the Articles of Association, consists of one member of the Board, who is appointed by the meeting of shareholders.

The Management Board is the executive body of a EDZL company, which manages and represents the company jointly, is responsible for the operations of the company and implements the strategic direction, development plans, goals and policies of the company.

The Management Board makes decisions on all issues of the company's operations, except for those that are within the competence of the shareholders' meeting. The organization of the work of the Board is determined by its regulations.

Dāvis Blaus, Member of the Board of Eiropas Dzelzceļa līnijas

Term of office: from July 20, 2026 until the moment when the representative of the capital shareholder selects and appoints a permanent company manager through an open tender.

• More than ten years of experience in the transport, infrastructure and construction industry.
• Until now, he worked as a project manager at SIA Eiropas Dzelzceļa līnijas, where he was responsible for managing the Rail Baltica design expertise processes in Latvia. Previously, these duties he performed by AS RB Rail.
• Held management positions at the Civil Aviation Agency and VAS Starptautiskā lidosta “Rīga”, managing complex infrastructure projects, large teams and strategic changes in the transport industry.
• Professional Master's degree in Transport Systems Engineering and Professional Master's degree in Transport Structures, obtained from Riga Technical University.
• Has an independent construction practice certificate in road design and has accumulated extensive experience in the implementation of international projects.
